Here are my 2 cents.
SEO can take time depending on how competitive your client's market is. It can take three, six or even twelve months to rank a website high enough in the search engines for your client to start seeing results. However, people are still buying insurance in that time span it takes for them to rank on the search engines. I refer to this period as the opportunity gap. What that simply means is this. While waiting for the SEO to get results, if his clients and prospective clients don't know they exist, they will go elsewhere. That opportunity is lost forever.
That is the biggest reason I recommend both paid search along with SEO.

I agree with PaulDouglas. Do the ads and monitor the progress and adjust if the ad but isn't working. Try using Google Trends to see what's ranking and use the keywords from successful ads and build into content.
